INTRODUCTION
Handloom is an integral part of Assamese culture and society. Despite of being a cultural and social element, handloom is playing a major role in the rural economy of Assam. In view of the growing demand in the global scenario handloom is a most promising sector in the development perspective. Consisting of various tribes and cultures, Dhemaji district has a colorful and rich tradition of handloom activities. Various tribes of the district including Mising, Bodo, Deori, SonowalKachari, Tiwa etc. have their traditional unique style of weaving, colorful designs and motifs. There is enormous scope growth of the sector in the district.
The Office has been upgraded from Superintendent, Handloom and Textiles, Dhemaji to Assistant Director, Handloom and Textiles, Dhemaji.

Handloom Training Centre:- Artisan Training
The stipend of Rs. 80/-per trainee per month has been increased to Rs. 1500/- per trainee per month from the session 2025-26. The admission process is now available online in SEWA SETU portal for the session 2025-26. The advertisement for the artisan course begins from January followed by interview in the month of February every year. The course duration is of 1 year that starts from 1st of March.
Criteria for admission: i) Age limit 15-25 years
ii) Class VIII passed
iii) Should be unmarried
iv) Intake capacity 20 Nos

Government Schemes
1. WEAVERS MUDRA SCHEME :
The Govt. of India has launched the Weavers Mudra (Micro Unit’s Development and Refinancing Agency) scheme to provide financial help to the handloom weavers after discontinuation of WCC scheme. It is a modified version of the loan provisions to the weavers of the country in a cheaper rate of interest and easy processing method. Loan has to be provided with a 6% rate of interest to the weavers/PWCS/Entrepreneurs for 3 years. The balance of the Bank interest will have to be claimed before the Ministry will also release the said interest subvention directly to the respective Bank Head office. The upper limit for loan has been increased up to Rs.5.00 lakhs per application. There is also the provision of Margin money at the rate of 20% of the loan amount out of which maximum Rs.25,000/-will be provided by the Ministry of Textiles, Govt. of India.

2. PRADHAN MANTRI JEEVAN JYOTI BIMA YOJANA (PMJJBY) AND PRADHAN MANTRI SURAKSHA BIMA YOJANA (PMSBY):
(i) PMJJBY :-All handloom weavers/workers in the age group of 18-50 years will be eligible to cover Rs. 2 lakh under this scheme. Total premium is Rs.436/-per annum. Weavers/workers share=Rs.238 /-per annum, GOI share =Rs. 198/-per annum. Benefits :-Rs.2.00 lakhs is payable on beneficiary’s death due to any cause for one year period from 1st June to 31st May.
Beneficiaries covered till 31st Jan’25 as follows:
- PMJJBY – 1378 nos
(ii) PMSBY :- All handloom weavers/workers in the age group of 18-50 years will be eligible to cover under this scheme.
Benefits :-
(i) Rs.2.00 lakhs is payable on beneficiary’s accidental death & permanent total disability.
(ii) Rs.1.00 lakh for permanent partial disability for one year period from 1st June to 31st May.
The annual premium of Rs.20/-will be borne entirely by the Govt. of India.

3. HANDLOOM CLUSTER DEVELOPMENT PROGRAMME :
It is a cluster area development scheme covering 400-500 looms in a compact area of one or more villages. The scheme is implemented on a project mode through base line survey of the project area and ascertaining actual need of the weavers for sustainable growth of the weaving industry. The Handloom Cluster Development Programme (HCDP) is an attempt to facilitate the sustainable development of handloom weavers located in and outside identified handloom clusters into a cohesive, self-managing and competitive socio-economic unit.
In the cluster some of the components of the scheme are:- supply of new looms, supply of accessories, supply of jacquard machines, margin money, workshed, Skill up-gradation training on weaving , designing , dyeing etc. The maximum project cost of the cluster is Rs.2.00 crore. Duration of implementing period of the scheme is three years. Every year 40(forty) numbers of weavers have taken to some developed handloom industry inside or outside the state for exposure visit to promote their experience.

4. SWANIRBHAR NAARI SCHEME
In its endeavour to empower the indigenous weavers of the state and to provide financial support to the weaver families, the Government of Assam is implementing a flagship Scheme “SWANIRBHAR NAARI” through the Directorate of Handloom & Textiles, Assam. Under the Scheme, traditional hand-woven items are to be procured directly from the indigenous weavers through the dedicated “Swanirbhar Naari” (swanibharnaari.assam.gov.in) portal without involving any middlemen. Beneficiary weavers to be registered through the “Swanirbhar Naari” (swanibharnaari.assam.gov.in) portal. Any weaver producing the benchmarked items is to apply in the portal. The registration of the weavers will be accepted subject to physical field verification of the weavers by the Departmental officials.
