About:

The District Industries Centres (DIC’s) programme was started in 1978 with a view of providing integrated administrative framework at the district level for promotion of small scale industries. The District Industries & Commerce Centre (DI&CC) has been established to promote Micro, Small, and Medium Enterprises (MSMEs) to boost local economic growth and employment. Operating under the Commissioner of Industries and Commerce, Assam, DI&CC provides integrated support and services to entrepreneurs, helping them set up businesses with financial and technical assistance from various government schemes and programs.

Roles and Responsibilities:

  • Development of Industries in the District.
  • Acquisition of land for Industrial purpose.
  • To motivate and guide the youth as well as potential investor /Entrepreneurs for setting up Industrial unit in the District.
  • To create awareness amongst Entrepreneurs through workshops, training programs, Exhibition, etc.
  • To provide financial assistance in the form of various subsidies under different scheme/policies.
  • To implement various schemes formulated by Central /State Govt. time to time for Industrial development like PMEGP, PMFME, PM Vishwakarma, UNNATI, IIPA,MMTUBA etc.
  • To assist the State Govt. in the formulation of policies, program, project, scheme etc. for promotion and development of Industries.
  • Liaison with State/Central Govt. and other concerned agencies for various works related to Industrial Development etc.
  • Any other matter Entrusted by the Central/State Govt. from time to time.

Schemes implemented :

Uttar Poorva Transformative Industrialization Scheme (UNNATI, 2024):

  • An initiative by the Govt. of India, with the aim to foster industrial growth and development in different sectors by offering tailored support and incentives in North Eastern States. The eligible incentives are accessible to New units and Existing units undergoing substantial expansion.

 

  • Introduced to promote the development of industries in the manufacturing and service sector in the region. The scheme aims to create jobs, develop skills, and promote sustainable development by attracting and nurturing new investments.

 

  • The UNNATI remains effective from FY 2024-25 to FY 2033-34, while the Registration Application window has opened from 09th March 2024 and will be valid upto 31st March 2026.

 

Incentives under this Scheme:

  • Capital Investment Incentive @30% of the eligible investment upto Rs. 5.00 crore for Zone A & @50% of the elgible investment upto Rs. 10.00 crore for Zone B
  • Capital Interest Subvention at the annual rate of interest of 3% for Zone A and 5%for Zone B for a maximum of 7 consecutive years
  • MSLI(Manufacturing & Services Linked Incentive)
  • Eligible units in Zone A and Zone B can receive a MSLI equal to 100% of the Net payment of GST for up to 10 years

Prime Minister Employment Generation Programme (PMEGP)

PMEGP is a major credit-linked subsidy programme aimed at generating self-employment opportunities through establishment of micro-enterprises in rural as well as urban areas. The scheme is implemented by Khadi and Village Industries Commission (KVIC) functioning as the nodal agency at the national level. At the District level, the scheme is implemented through District Industries & Commerce Centres (DICCs) State KVIC Directorates, Khadi and Village Industries Boards (KVIBs), and banks.

Nature of assistance:

For setting up of new units, the maximum cost of the project admissible in manufacturing sector is Rs. 50 lakh and in the business/service sector, it is Rs.20 lakh.

 For upgradation of existing PMEGP units(2nd Loan) ,the maximum cost of the project admissible for Margin Money subsidy under Manufacturing sector is Rs. 1.00 crore. The maximum cost of the project admissible for Margin Money subsidy under Business/Service sector is Rs. 25 lakh.

Eligibility criteria:

  • Any individual, above 18 years of age
  • No income ceiling
  • For projects costing more than Rs. 10 lakh in manufacturing, or more than Rs. 5 lakh in business or services, the applicant must have passed at least the 8th standard.
  • Assistance under 1st loan of the scheme is available only for new projects sanctioned specifically under the PMEGP.
  • Projects without Capital Expenditure are not eligible for Financing under the Scheme

    Pradhan Mantri Formalisation of Micro Food Processing Enterprises Scheme  (PMFME)

    Benefits of the Scheme:

    Credit Linked Subsidy:

    Individuals / Proprietorship / Partnership/ FPOs/ NGOs/ Cooperatives/ SHGs/ Pvt. Ltd. Co. would be provided credit-linked capital subsidy @35% of the eligible project cost - maximum of Rs. 10.0 lakhs per unit for upgradation or setting up of new units.

    Seed Capital for SHGs:

                Rs. 40,000/- per member of SHG for working capital and purchase of small tools maximum upto 4 Lakhs per SHG. Seed Capital will be given as grant to the SHG Federation by SRLM/SULM through SNA for loan to the members of SHGs.

    Common Infrastructure Support:

                 Credit linked capital subsidy @35% of the eligible project cost with a maximum of Rs. 3.00 Crore for new or established Common Infrastructure/value chain/incubation center would be provided to FPOs/ FPCs/ Cooperatives/ SHG and its federation/ Govt. Agencies.

    Marketing & Branding Support:

    The scheme provides 50% financial grant for Branding and Marketing Support to groups of FPOs/ SHGs/ Cooperatives or a SPV of micro food processing enterprises to promote their existing or proposed brands to market their processed food products

    Capacity Building:

                The Capacity Building component under PMFME Scheme envisages to provide training on Food Processing Entrepreneurship Development Programme to the PMFME beneficiaries.

  • The individual applicant should be above 18 years of age.
  • No minimum educational qualification is required.
  • Applicant is eligible for bank credit even if he/she has availed credit in other Govt. subsidy scheme.

    PM Vishwakarma:

    Objective of the Scheme:

    1) To enable the recognition of artisans and craftspeople as Vishwakarma, making them eligible to avail all the benefits under the Scheme. 2) To provide skill upgradation to hone their skills and make relevant and suitable training opportunities available to them. 3) To provide support for better and modern tools to enhance their capability, productivity, and quality of products and services. 4) To provide the beneficiaries an easy access to collateral free credit and reduce the cost of credit by providing interest subvention. 5) To provide incentives for digital transactions to encourage digital empowerment of Vishwakarmas. 6) To provide a platform for brand promotion and market linkages to help them access new opportunities for growth.

    Benefit of the Scheme:

  1. .Recognition : Recognition as Vishwakarma through Certificate and ID Card

  2. Skilling : a) Skill Verification followed by 5-7 days (40 hours) Basic Training

  •                 b) Interested candidates can also enroll for 15 days (120 hours) Advanced training

  •     c) Training Stipend : Rs. 500 per day

          3) Toolkit Incentive : Rs. 15,000.00 grant

         4) Credit Support :  a) Collateral free Enterprise Development Loans : Rs 1 Lakh (First Tranche            
              for 18 months repayment) & Rs. 2 Lakh (Second Tranche for 30 months repayment)

              b) Concessional Rate of Interest 5% to be charged from the beneficiary with Interest
                    Subvention cap of 8% to be paid by MoMSME

              c) Credit Guarantee Fees to be borne by GoI.

           5) Incentive for Digital Transaction : Re 1 per transaction for maximum upto 100 transactions
               (monthly)

           6) Marketing Support : National Committee for Marketing (NCM) will provide services such as
                Quality Certification , Branding & Promotion, E –Commerce linkage, Trade Fairs advertising
                publicity and other marketing activities.

    Eligibility Criteria:

  •  An artisan or craftsperson working with hands and tools and engaged in one of the 18 family-based traditional trades mentioned in the Scheme, in the unorganized or informal sector, on self-employment basis, shall be eligible for registration under PM Vishwakarma.
  • The minimum age of the beneficiary should be 18 years on the date of registration.
  • The beneficiary should be engaged in the trades concerned on the date of registration and should not have availed loans under similar credit-based schemes of Central Government or State Government for self-employment/ business development, e.g. PMEGP, PM SVANidhi, MUDRA, in the past 5 years. However, the beneficiaries of MUDRA and SVANidhi who have fully repaid their loan, will be eligible under PM Vishwakarma. This period of 5 years will be calculated from the date of sanction of the loan.
  • The registration and benefits under the Scheme shall be restricted to one member of the family. For availing benefits under the Scheme, a ‘family’ is defined as consisting of the husband, wife and unmarried children.
  • A person in government service and his/her family members shall not be eligible under the Scheme.

    Mukhya Mantrir Tholuwa Udyog Bikash Achani(MMTUBA)

    Objective of the Scheme:

    Introduced in FY 2018-19 to provide assistance to the Handicraft industries & clusters present in all districts of Assam to promote the livelihood of artisans and to boost their activities with new technology and design.

    Target Group: Handicraft Artisan of Assam

    Activities Identified for Promotion:

    Pottery & Terracota, Cane and Bamboo, Bell Metal Craft, Brass Metal Craft, Fire Work Craft, Jute Diversified Products, Water Hyacinth, Sital Pati, Jewelry, Wood carving, Decorative Candle, Black smithy, God and Silver smithy, Masks, Japi Craft etc

  • Assam Tea Industries Special Incentives Scheme (ATISIS), 2020

                Incentives have been provided to the Tea Gardens/manufacturing unit to increase the production of the Orthodox/Speciality tea; as the cost of production of Orthodox/Speciality Tea is substantially higher than the cost of production of CTC tea. This subsidy could be claimed by manufacturing units of Orthodox tea/ Green Tea/White tea/ Oolong tea/ Singhpo tea/Purple Tea/ Yellow tea or other Speciallty Tea (not manufactured through CTC process) which has started the production on or after 01-04-2020 and before 31-03-2028.

    Components of ATISIS:

  • Interest subvention on working capital @3% per annum.
  • Orthodox or Specialty Tea Production subsidy @Rs.10.00 per Kg
