Introduction:

            The Office of the Assistant Registrar of Cooperative Societies, Dhemaji, functions under the administrative control of the Registrar of Cooperative Societies, Assam. It plays a vital role in overseeing and regulating cooperative societies within the district, ensuring their smooth functioning and adherence to cooperative laws and policies. The office is responsible for registration, monitoring, and development of cooperative societies, facilitating their growth in various sectors such as agriculture, fisheries, dairy, and rural industries. It works closely with local cooperatives to promote self-reliance and economic development in Dhemaji.

Mission of the Department:

            Establishment of a strong and vibrant Cooperative Sector in the state through voluntary formation, democratic functioning and professional management of viable Cooperative Societies as peoples Institution for the economic & social betterment.

 

Mandate of the Department:

            To facilitate conducive atmosphere for voluntary formation, democratic functioning, self reliance and professional management of the Cooperative Societies.

 

Acts Being Governed:

  • The Assam Cooperative Societies Act, 2007 (Act IV of 2012)
  • Assam Rajiv Gandhi University of Cooperative Management Act, 2010
  • Warehousing Corporation Act, 1962
  • The Assam Cooperative Land Mortgage Bank Act, 1960.
  • The Assam Money Lenders Act, 1934

Major schemes being implemented:

  1. Model Bye Law for PACS making them multipurpose multidimension and transparent entities- In Dhemaji district total 14 nos of PACS have already adopted Model Bye-Laws by conducting their AGM.

 

  1. Strengthening of PACS through computerization- Out of 14 no of societies, 4 societies have completed the Day end process and other 10 (ten) societies process are undergoing as per SOP. Moreover, Kangkan SS ltd, has got DLIMC approval in 2nd phase.

 

  1. New Multipurpose PACS/DAIRY/FISHERY Cooperatives in uncovered panchayats- 5 new M-DCS have been registered

  • Sissimukh DUCS Ltd.
  • Dhemaji Primary DUCS Ltd.
  • Bishnushree Milk Production CS Ltd.
  • Kanai Cow and Milk CS ltd.

    4.    PACS as Common Service Centre (CSC) for better access to e-service- 9 PACS have CSC centre in the district.

    All CSC centres have activated their  CSC ID and started working.

     

    5.    PACS to operate PM Kishan Samriddhi Kendra ( PMKSK)- 5 societies have got their fertiliser licenses and will soon be operating as PMKSKs

    Organisational Structure:

                            The office is headed by Assistant Registrar of Cooperative and is assisted by Sub Registrar of Cooperative Societies, thereby Senior Inspectors and Junior Inspectors and ministerial staff in that chronological order.
