  • Mission:

    Mission of the Department is to promote, facilitate and secure the long-term development, conservation and utilization of fisheries resources based on responsible fishing practices and environmentally sound management programmes with focus on:

    • Sustainable utilization of the natural fish resources
    • Augmentation of fish production by aquaculture, exploration of new fishing grounds, promotion of low value fishes.
    • Enhancing fish production and productivity
    • Ensuring safe fishing
    • Increasing livelihood opportunities
    • Strengthening social security and welfare measures for fisher folk
    • Fish resource conservation and management
    • Facilitating improved post harvest practices and value addition with industrial and market linkages.

    Roles and responsibilities:

    Most of the people engaged in the fishery sector, either in the culture or in the capture fisheries are not very sound economically. Initial investment in setting up of a fish pond or a farmattracts for comparatively largefund. Moreover, due to lack of awareness, knowledge and skill on scientific fish culture practices and management, fish production in the state is comparatively low in relation to its potential. Department of Fisheries can play important role in bridging these gaps and contribute for technical backstopping. Due to constant effort of the state as well as central government and growing interest of the farming community during the last few years, fishery sector in the state has reached to a significant position in the state economy. Recently fish farming has been taken by many rural youth and entrepreneurs as a commercial activity. Fish production in the state has reached a level of 3.07 lakh MT during 2016-17 against 1.58 lakh MT during 2000-01.

    For overall growth of the sector, the Department functions with the slogan of ‘’Grow More Fish’’ and the following mandates:

    • To increase fish and quality fish seed production in the state with optimum utilization of resources.
    • Implementation of fishery related schemes of the Government of Assam and Government of India.
    • To identify and promote research and studies on fisheries and fishery related areas so that benefit can be disseminated to the grass root level users.
    • To collect, compile, analyze and make available adequate / relevant statistical and other information for proper planning to promote fish farming and related industries/ activities.
    • To prepare/support in preparation/vet project reports and proposals related to Fisheries and Fishery related industries.
    • To provide extension services to fish farmers/ fishermen and fishery entrepreneurs.

    The Department has adopted development planning for the fisheries sector as per the United Nation’s Sustainable Development Goals (SDG) self sufficiency followed by surplus production for export.

     

 

PRADHAN MANTRI MATSYA SAMPADA YOJANA (PMMSY)

 

The PMMSY is designed to address critical gaps in fish production and productivity, quality, technology, post-harvest infrastructure and management, modernization and strengthening of value chain, traceability, establishing a robust fisheries management framework and fishers welfare.

The PMMSY is an umbrella scheme with two separate Components namely (a) Central Sector Scheme (CS) and (b) Centrally Sponsored Scheme (CSS). The Centrally Sponsored Scheme (CSS) Component is further segregated into Non-beneficiary oriented and beneficiary orientated sub-components/activities under the following three broad heads:

 Enhancement of Production and Productivity

 Infrastructure and Post-harvest Management

 Fisheries Management and Regulatory Framework

PMMSY implemented in all the States and Union Territories for a period of 5(five) years i.e. from FY 2020-21 to FY 2024-25.

AIMS AND OBJECTIVES

The Aims and Objectives of the Pradhan Mantri Matsya Sampada Yojana (PMMSY) are:

a) Harnessing of fisheries potential in a sustainable, responsible, inclusive and equitable manner

b) Enhancing of fish production and productivity through expansion, intensification, diversification and productive utilization of land and water

c) Modernizing and strengthening of value chain - post-harvest management and quality improvement

d) Doubling fishers and fish farmers incomes and generation of employment

e) Enhancing contribution to Agriculture GVA and exports

f) Social, physical and economic security for fishers and fish farmers

FUNDING PATTERN

1. Central Sector Scheme (CS):

The entire project/unit cost will be borne by the Central government (i.e. 100% central funding).

2. Centrally Sponsored Scheme (CSS):

a. Non-beneficiary orientated sub-components/activities: Component to be implemented by the State Govt., the entire project/unit cost will be shared between Centre and State as: 90% Central share and 10% State share North Eastern & Himalayan States.

b. Beneficiary orientated (individual/group activities) sub-components /activities: Government financial assistance of both Central  and State government together will be limited to 40% of the project/unit cost for General category and 60% of the project/unit cost for SC/ST/Women.

BENEFICIARIES

The intended beneficiaries under the PMMSY are:

a) Fishers

b) Fish farmers

c) Fish workers and Fish vendors

d) Fisheries Development corporations

e) Self Help Groups (SHGs)/Joint Liability Groups (JLGs) in fisheries sector

f) Fisheries cooperatives

g) Fisheries Federations

h) Entrepreneurs and private firms

i) SCs / STs / Women etc.

Department of Fisheries, Dhemaji implements the following activities under the scheme PMMSY:-

  • Establishment of New Freshwater Finfish Hatcheries

Unit cost and Sharing pattern: The unit size is 1 number and unit cost is Rs. 25 lakh out of which Govt. share for General category beneficiaries will be Rs. 10 lakh (40%) and that of SC/ST/Women is Rs. 15 lakh (60%). The matching share shall be borne by the concerned beneficiaries.

Terms & Conditions and Eligibility Criteria:

a. The Hatchery with a capacity of 15 million fry / year / unit or 6 crores spawn / year / unit shall be established in a minimum area of 0.50 ha (own or on lease). The hatchery complex will include brooders pond, small laboratory, water supply and electricity, breeding tools / kit etc. to produce 6 core spawn / year /unit.

b. The beneficiary must have an additional required area (own or on lease) for creation of facilities like nursery ponds, rearing tanks, water & electric supply, any other facility required for production of 15 million fry / year / unit.

c. The fish hatchery should be managed by the required qualified technical staff.

d. Beneficiary will ensure supply of seed produced from the central assisted hatcheries to farmers at affordable/reasonable price.

e. Post construction operation, management and maintenance of the hatcheries will be carried out in a satisfactory manner by the beneficiaries at their own costs.

f. In the case of SC/ST beneficiaries, caste certificate shall be submitted with the application.

g. Preference may be given to applicants near / or in the vicinity of the cluster areas for fingerlings/ fish seed production. However, decision in this regard may be taken by the DLC.

  • Construction of New Rearing ponds (nursery / seed rearing ponds)

Unit cost and Sharing pattern:

The unit size is 1 hectare and unit cost is Rs. 7 lakh out of which Govt. share for General

category beneficiaries will be Rs. 2.8 lakh (40%) and that of SC/ST/Women is Rs. 4.2 lakh

(60%). The matching share shall be borne by the concerned beneficiaries.

Terms & Conditions and Eligibility Criteria:

  1. The Ponds / tanks with a minimum water depth of 1.0 m are eligible for financial assistance.
  2. b. Government assistance for Inputs shall not be provided for rearing ponds (nursery / rearing ponds) under PMMSY.

c. Post construction operation, management and maintenance of the pond will be carried out in a satisfactory manner by the beneficiaries at their own cost. A self declaration in this regard shall be submitted along with the self contained proposal.

d. The government assistance is restricted to (a) 0.1-0.5 ha per individual beneficiary, (b) 0.5    ha multiplied by the number of members of the group / society with a ceiling of 5 ha per group / society in case of Groups of fishers and fish farmers i.e. fisher SHGs / Joint Liability Groups (JLGs) / Fisher Cooperatives etc. or those undertaken in a cluster / area approach. However, a cluster / area may have multiple groups / societies.

  • Input support for integrated fish farming :

 

Unit cost and Sharing pattern:

The unit size is 1 hectare and unit cost is Rs. 1.0 lakh out of which Govt. share for General

category beneficiaries will be Rs. 0.4 lakh (40%) and that of SC/ST/Women is Rs. 0.6 lakh

(60%). The matching share shall be borne by the concerned beneficiaries.

 

Terms & Conditions and Eligibility Criteria:

a. Ponds/tanks with minimum water depth of 1.0 m are only eligible for Governmental assistance under this activity.

b. The government assistance is restricted to (a) a maximum of 0.1-1.0 hectares per individual

beneficiary (b) In case of Groups of fishers and fish farmers i.e. fisher SHGs/Joint Liability

Groups (JLGs)/Fisher Cooperatives etc. or those undertaken in a cluster/area approach, the

governmental assistance will be limited to 1 x number of members of such group with a ceiling

of 10 hectares per group. However, a cluster/area may have multiple groups/societies.

  • Construction of New Ponds:

 

Unit cost and Sharing pattern:

The unit size is 1 hectare and unit cost is Rs. 8.4 lakh out of which Govt. share for General

category beneficiaries will be Rs. 3.36 lakh (40%) and that of SC/ST/Women is Rs. 5.04 lakh

(60%). The matching share shall be borne by the concerned beneficiaries.

 

Terms & Conditions and Eligibility Criteria:

a. The Ponds / tanks with a minimum water depth of 1.5 m are eligible for financial assistance

b. Post construction operation, management and maintenance of the pond will be carried out in a satisfactory manner by the beneficiaries at their own cost.

c. The government assistance is restricted to (a) 0.25-1.0 ha per individual beneficiary, (b) 1 ha

multiplied by the number of members of the group/society with a ceiling of 10 ha per

group/society in case of Groups of fishers and fish farmers i.e. fisher SHGs/Joint Liability

Groups (JLGs)/Fisher Cooperatives etc. or those undertaken in a cluster/area approach. However, a cluster/area may have multiple groups/societies.

 

  • Medium Biofloc culture system (25 tanks of 4m dia and 1 m high)

 

Unit cost and Sharing pattern:

The unit size is 1 number and unit cost is Rs. 25 lakh out of which Govt. share for General

category beneficiaries will be Rs. 10 lakh (40%) and that of SC/ST/Women is Rs. 15 lakh (60%).

The matching share shall be borne by the concerned beneficiaries.

 

  • Small Biofloc (7 tanks of 4m dia and 1.5 high) culture system

 

Unit cost and Sharing pattern:

The unit size is 1 number and unit cost is Rs. 7.5 lakh out of which Govt. share for General

category beneficiaries will be Rs. 3 lakh (40%) and that of SC/ST/Women is Rs. 4.5 lakh (60%).

The matching share shall be borne by the concerned beneficiaries.

 

Terms & conditions and Eligibility Criteria for Sub Activity - 8 to 11 are:

a. Water source: Any surface water source like canal, river, spring subsurface/ground water from open well, tube well, ground water etc. may used for RAS/Biofloc.

b. Beneficiaries will provide documentary evidence of availability of requisite land (either

own/registered lease). In case of lease land, the minimum lease period should be 10 years from

the date of submission of the DPR/SCP and the registered lease document will be included in the DPR/SCP.

c. Post construction operation, management and maintenance of the RAS/ Biofloc will be carried out in a satisfactory manner by the beneficiaries at their own costs.

d. The procurement of fish seed, feed and the market for the produce will be sole responsibility of the beneficiary.

e. Preference may be given to those individuals/groups that have experience.

f. In case of Exotic Fish Species, permission from Govt. is mandatory.

 

  • Mini Fish Feed Mills of production Capacity of 2 ton /Day

 

Unit cost and Sharing pattern:

The unit size is 1 number and unit cost is Rs. 30 lakh out of which Govt. share for General

category beneficiaries will be Rs. 12 lakh (40%) and that of SC/ST/Women is Rs. 18 lakh (60%).

The matching share shall be borne by the concerned beneficiaries.

  • Livelihood and Nutritional support for socio-economically backward active traditional fishers’ families for conservation of fisheries resources during fishing ban/lean period:

The activity is continued as per the norms, guidelines and funding pattern of the Saving-cum-Relief Component of the Centrally Sponsored Scheme (CSS) - Blue Revolution Scheme:

The governmental assistance and beneficiary share under this activity of PMMSY will be as Central share Rs. 2400 + State share Rs. 600 + Beneficiary share Rs. 1500 = 4500/- per year.

 

Eligibility criteria

a. Beneficiary should be a fulltime active fisher.

b. Beneficiary should be a member of a functional local fishers cooperative society/Federation/any other registered body.

c. Beneficiary should be Below Poverty Line (BPL) and between 18 and 60 years of age

d. The beneficiary fishers will save Rs. 1500 over a period of 9 months during fishing season

 

 

KISAN CREDIT CARD

The Government of India, in the year 2018-19, extended KCC facility to fisheries and       animal husbandry farmers to help them to meet their working capital requirements.

 

  • Eligible Farmers:Fishers, Fish Farmers (individual & groups/partners/share croppers/ tenant farmers), Self Help Groups, Joint Liability Groups and Women groups. The beneficiaries must own or lease any fisheries related assets such as pond, tank, open water bodies, raceway, hatchery, rearing units, boats, nets and such other fishing gear as the case may be and possess necessary authorization/certification as may be applicable in respective states for fish farming and fishing related activities and for any other State specific fisheries and allied activities.

                 Under this scheme, farmers receive KCC loans at a subsidized interest rate of 7%. To facilitate this, an up-front interest subvention (IS) of 1.5% is provided to financial institutions by the Govt. of India. Additionally, farmers who repay their loans promptly on time receive a 3% Prompt Repayment Incentive (PRI), effectively reducing the interest rate to 4% per annum. The benefits of IS and PRI are available for loan limits up to Rs.3 lakhs. Collateral free loan limit for KCC fisheries is raised from Rs.1.60 lakh to Rs.2.00Lakh from 01.01.2025 (as per the RBI circular dated 06.12.2024).

 

FISHERIES ENTREPRENEURSHIP DEVELOPMENT IN ASSAM THROUGH POND AQUACULTURE UNDER RIDF XXIX:

Fishery sector is considered as an important economic activity in the socio economic context of Assam. The sector has registered an average growth of over 6%. Despite this encouraging scenario, the growing demand of fish in the state is yet to be met. A considerable amount of fish in coming from the other state to met the economic demand annually. To minimize the outflow of state money to other parts of the country by importing fish, the government conceptualized the project  fisheries entrepreneurship development in Assam through pond aquaculture under RIDF XXIX

The sharing pattern of fund per hectare water spread area (7.5 bigha) under the project will be as follows:

  1. Total Project Cost:Rs.12.99 Lakhs
  2. NABARD Loans Share:Rs.6.72 Lakhs
  3. State Share:Rs.0.35 Lakhs
  4. Beneficiary Share:5.92 Lakhs.

Eligibility Criteria:

1.The applicant should have minimum 10 bigha (1.33ha) to 40 bigha (5.33ha) suitable land

2. Ownership of the land should belong to concerned applicant/fish farmers/cooperative societies/ FPO/FPC. If the proposed land is in the name of his/her family members, then no objection certificate (NOC)/notary affidavit from the actual owner of the proposed land is to be furnished. Land holding documents must be submitted by cooperative societies/ FPO/FPC.

3. The land own by community group by means of lease agreement should be a period of not less than 10 years effective from 1 January of the year of approval. Individual land of single pattadar, but taken on lease by group of period/ unemployed/SHG shall not be less than 12 years.

4. All applicants must agree to excavate their 50% for completion of the project as per Plane and estimate within 30 days from the date of providing alignments by concerned JE  and FDO of the concerned block. Rest 50% will be excavated through tendering system.

5. SC/ST applicant must submit the caste certificate along with applications for inclusion in the SC/ST target category.
