The Assam Public Works Department (APWD), established in 1880 during British rule, has been instrumental in developing the state's infrastructure. Initially responsible for all public infrastructure development, the department underwent several bifurcations to enhance its efficiency and focus. In 1956, the Embankment and Drainage wing became a separate entity. Later, in August 1977, APWD was divided into Roads and Building wings. Further restructuring in May 2010 led to the formation of two distinct departments:

Public Works Roads Department (PWRD):
- Vision: To provide better and safer road connectivity across the state.
- Mission:
- Construct all-weather roads to connect all habitations and significant locations.
- Improve, widen, and strengthen State Highways and Major District Roads to offer better riding quality, reduce travel time, and decrease vehicle operating costs.
- Enhance the road maintenance system with a proper road asset management system.

Key Responsibilities:
- Maintenance and Improvement: The division is responsible for the upkeep and enhancement of State Roads and Major District Roads throughout Dhemaji District. This includes regular maintenance, widening, and strengthening of existing road networks to ensure safe and efficient transportation.
- Rural Road Development: Beyond major roadways, the division focuses on developing rural roads under the Murkong Selek, Sissiborgaon and Machkhowa and a very small area of Dhemaji and Bordoloni Block Development areas. The primary objective is to provide hazard-free road access to every village, ensuring that even the most remote areas are connected.

The division operates under the leadership of the Executive Engineer, supported by a team of Assistant Executive Engineers, Assistant Engineers, Junior Engineers, and other technical and administrative staff. Public Works (Roads) Department, Dhemaji Territorial Road Division
The Public Works (Roads) Department (PWRD), Dhemaji Territorial Road Division is responsible for the development and maintenance of road infrastructure in Dhemaji Legislative Assembly Constituency (LAC). The division has one sub-division—Dhemaji Territorial Road Sub-Division—and is dedicated to improving connectivity, ensuring road safety, and fostering economic growth in the region.

As of March 31, 2024, the Dhemaji Territorial Road Division maintains a total road length of 725.763 km (excluding NH), classified as follows:

Rural Connectivity & PMGSY Implementation
The Dhemaji Territorial Road Division has been actively implementing Pradhan Mantri Gram Sadak Yojana (PMGSY) to enhance last-mile connectivity. Under PMGSY, a total of 300 habitations have been sanctioned for road connectivity:
- 1000+ population habitations connected: 25
- 500+ population habitations connected: 76
- 250+ population habitations connected: 86
- Below 250 population (incidental) habitations connected: 113
This initiative has significantly improved rural accessibility, enabling better transportation, healthcare access, and economic opportunities.
Commitment to Road Safety
Road safety is one of the most critical aspects of road infrastructure management. The Executive Engineer of Dhemaji Territorial Road Division is the Member Secretary of the District Road Safety Committee (DRSC), Dhemaji, actively contributing to road safety initiatives, accident prevention strategies, and awareness programs. The division implements engineering interventions such as:
