SILAPATHAR MUNICIPAL BOARD

Introduction:

Silapathar Municipal Board is an urban local body under Dhemaji district in the North Bank of Brahmaputra River. The Municipal Board was established in the year of 1997 with 4 wards, as per 2011 census Silapathar town population was 25,662. After 2014-2015 the ward delamination done and now have 12 wards from the existing 4 wards. The town is specially known for its business/commercial activities because of its connection with the neighbouring district Dibrugarh via Bogibeel bridge and State Arunachal Pradesh.

Vision:

Under the Dept. of Housing & Urban Affairs the Silapathar Municipal Board is formed to look after the affairs related to the Silapathar Town. Infrastructural development of the town covering construction and maintenance of roads, drains etc., and providing basic amenities to the citizen of the town.

Mission:

To provide clean environment and better infrastructure and other service to the citizen of the town, covering the central sponsored schemes, such as SBM(U), PMAY (U) & DAY-NULM and implementation of the state sponsored schemes for infrastructure development of the town covering all the 12 (Twelve) wards of Silapathar Municipal Board. 

Objectives:

  1. To provide better road network, proper drainage system and clean and green town.
  2. To ensure proper implementation of works/schemes under SBM(U) and keep the town clean in every manner.
  3. To ensure reducing poverty and vulnerability of the urban poor households through the various components of NULM project.
  4. To ensure better living condition of the urban poor by providing affordable house under PMAY(U) schemes components.

Key Programs and Schemes:

  1. Swachh Bharat Mission-Urban 2.0(SBM (U)-2.0): A Central sponsored scheme and PM Flagship scheme program to provide clean and hygiene living condition to urban population.
  2. Prime Minister Awass Yozana- Urban (PMAY-U): A Central sponsored scheme and PM Flagship scheme program to provide better living condition to urban population by allotting affordable house.

Awards and Achievements:

  1. Had provided better infrastructure by constructing roads and drains within the town, and also successfully provided other basic amenities.

Successfully implemented the schemes under SBM-U and provided 920 no’s of  Individual Household Latrines to eligible beneficiaries within the town area, Material Recovery Facility and Waste to Compost Plant was established and

  1. commissioned for waste processing, started Door to Door waste collection from business establishments and households covering all the 12 wards under Silapathar Town.
  2. 1493 no’s of house were allotted to beneficiaries under PMAY-U, out of which 117 no’s house already completed and remaining 1207 no’s of house are under various stage of construction.
  3. Enhanced socio-economic status of urban poor families by providing loans to street vendors, revolving funds to SHG members.
  4. Successfully installed 22 no’s of High Mast light and 139 no’s of Stand Alone Solar Street lights within Silapathar Town.
  5. Successfully implemented Property Tax of urban household and collected 22.60 Lacs in its 1st year.
  6. Ministry of Housing and Urban Affairs awarded to Silapathar Municipal Board for being FASTEST MOVER CITY-NORTH-EAST ZONE (Population Category 25K-50K) in Swachh Survekshan 2020 under Swachh Bharat Mission (Urban).

Challenges:

  1. Addressing the matters related to cleanliness, proper waste disposal by citizens, use of sanitary amenities provided.
  2. Promoting community participation and involvement in the development and implementation of programs and policies.

Future Plans:

  1. Scaling up successful programs and schemes to reach more beneficiaries under on-going central and State sponsored schemes.
  2. Strengthening partnerships with civil society organizations, NGOs, and private sector entities.
  3. Involving technology to improve service delivery and accessibility of the service provided to citizens.
  4. Enhancing capacity building and training programs for officials and stakeholders for result oriented participation.
