OFFICE OF THE SUPERINTENDENT OF EXCISE: DHEMAJI: ASSAM.

ASSAM EXCISE DEPARTMENT:

         The Assam Excise Department is headed by the Commissioner of Excise, Assam, Housefed Complex, Dispur, Guwahati-6.The main objective of this department is to conduct extensive enforcement drive against illicit selling of various forms of liquor and to achieve the revenue target as fixed by the Govt. at the Excise Department Assam for each fiscal year.

Functions and Activities of Assam Excise Department.

The Department is governed by

  1. The Assam Excise Act 2000 (as amended up to date) Part-I.
  2. The Assam Excise Act 2016 (as amended up to date) Part-II.

 

PART-I

The different aspects of functioning as per Assam Excise Act, 2000 as amended upto 2019 may be enlisted as

  1. Establishment & Control.
  2. Import, Export and Transport.
  3.  Manufacture, Possession and Sale.
  4.  Duties and Fees.
  5.  Licenses, Permits and Passes.
  6.  General Provisions .
  7. Prevention, Detection and investigation of offences.
  8. Penalties and procedures etc.

 

PART-II

The different aspects of functioning as per Assam Excise Rules, 2026 as amended from time to time comprises as under. (A; (B); (C); (D); (E); (F); (G); (H); (I) which comes under the preview of u/s 1 to 144. ( A.E. Rules 2016).

REVENUE COLLECTION (ALL SOURCES)

Revenue Target 2024-2025           = Rs. 18.04 Crores.

Achieved till January, 2025                    = Rs. 8.56 Crores.

Percentage of achievement            = 47.48%

ENFORCEMENT ACTIVITIES:

The enforcement activities are primarily carried out by the Inspector of Excise of the respective circles namely, Dhemaji and Jonai. The officers focus on mainly in the detection of illicit distilled liquor, Arunachali liquor both (IMFL/BEER) and also liquor for Assam sale if possessed illegally. Detected Cases are registered under relevant Excise Act and forwarded to Hon’ble Judicial Court.
