PW(B&NH)D, DHEMAJI(ST) DISTRICT TERRITORIAL BUILDING DIVISION, DHEMAJI

 

The Public Works Department (PWD) is one of the oldest and most important Departments of Government of Assam, established in 1880 during British rule, has been instrumental in developing the state's infrastructure. At the beginning it was responsible for all public infrastructure development, the department underwent several bifurcations to enhance its efficiency and focus. In 1956, the Embankment and Drainage wing became a separate entity. Later, in August 1977, APWD was divided into Roads and Building wings. Further restructuring in May, 2010 led to the formation of two distinct departments:

  1. Public Works Roads Department (PWRD).
  2. Public Works Buildings & National Highways (PW (B & NH)) Department.

Public Works Buildings & National Highways (PW (B & NH)) Department:

  • Vision:

Developing, maintaining and construction of eco-friendly, durable, cost and energy efficient Buildings for Government Departments/ Corporations etc. with aesthetic look.

  • Mission:
    • To cater to the needs of accommodation for all State Agencies
    • Capacity Building of the Department with the relevant advancement in technology to construct eco-friendly & energy efficient Building.
  • Objectives:
  • To fulfill the requirements of various Government departments, by Construction of Eco-friendly, Cost & energy efficient durable Office Buildings/ Residential Buildings to the satisfaction of the requiring departments.
  • Capacity Building of the Department to face the present day demand.
  • Functions:
  • Implementation of the Policies of Central Government and State Government Policies on Building sector.
  • To improve & uplift the capacity of the Department to meet the present day requirements by imparting training etc.
  • Architectural/Structural Planning, Designing, Construction and Maintenance of Official and residential buildings of different departments under the Govt of Assam.
  • Planning, Designing, Construction and Maintenance works for any public sector undertaking that may requisition technical expertise for executing building projects.
  • Preparation and revision of Specifications for all works of Buildings to be taken up in the state under the PW (B & NH) Department.
  • Preparation and revision of Schedule of Rates for all works of Building to be taken up in the state under the PW(B&NH) Department. However, presently the Department has adopted CPWD DSR for Building works.
  • Approval of new products and maintaining up-to-date lists of approved manufacturers for specified materials.
  • Major Schemes Implemented/Ongoing Works:
  • AIFA:
  • Infrastructure of New Medical College & Hospital at Dhemaji, Assam on Engineering, Procurement and Construction (EPC) Mode-1 Basis.
    • SOPD:
  • Construction of Integrated Office of the Deputy Commissioner, Dhemaji, Assam.
  • Construction of Proposed District Sports Stadium Complex at Deoribil, Dhemaji District, Assam
  • Construction of Rajiv Gandhi Sports Complex (Mini Stadium) at Silapathar, Dhemaji
  • Construction of Circuit House at Dhemaji, District: Dhemaji, Assam, under Engineering, Procurement and Construction (EPC) Mode-1 Basis.
  • Establishment of 21 Nos. New Polytechnics in different District of Assam under Plan during 2011-12 at Silapathar in Dhemaji District (Pkg. No-Poly-16).
  • Construction of 21 Nos. New Polytechnics in different District of Assam under CSS during the year 2017-18 at Silapathar in Dhemaji Dist Ph-II(Technical Education)
  • Const. of Skill Devl. Center at Gogamukh, Dhemaji LAC under Dhemaji Dist. Under Sign. Project  for the year 2018-19 SP-56.
  • Const. of Modern Performing Cultural Stage in Donyi Polo Cultural Complex at Silapathar under Jonai LAC. (Welfare Deptt.)

  • Upgradation of Government Polytechnic Institute and ITI in Assam as Center of Excellence (Construction of Workshop and Tech-Lab) at Government Industrial Training Institute, Dhemaji and Dhemaji Polytechnic of Assam. (Part-A) (Package No. ITI-Poly/2022/13) (Govt. Industrial Training Institute, Dhemaji & Dhemaji Polytechnic)".

    • RUSA:
  • Upgradation of existing Degree Colleges to Model Degree College under RUSA, Assam. (Murkong Selek College, Dhemaji) (RUSA)
    • NESID-50:
  • Transformation of school (50 nos) of the state as centre of excellence in Assam under NESIDS-OTRI for (i) Bordoloni HS School at Dhemaji District, Dhemaji District, on  (EPC) Mode-iii Basis (Group-I).
  • Transformation of school (50 nos) of the state as centre of excellence in Assam under NESIDS-OTRI for  (viii) Jonai HS School at Dhemaji District, on  (EPC) Mode-iii Basis (Group-I).
    • RIDF-XXIX:
  • Infrastructure development of 126 nos. of Secondary Schools under RIDF-XXIX during 2023-2024 for.... (v) Dhemaji HSS,  on Engineering, Procurement and Construction (EPC) Mode-I Basis (Group-XII) (excluding Lakhimpur Govt. HSS).
  • Infrastructure development of 126 nos. of Secondary Schools under RIDF-XXIX during 2023-2024 for.... (vi) Akajan Tribal Girls HSS on Engineering, Procurement and Construction (EPC) Mode-I Basis (Group-XII) (excluding Lakhimpur Govt. HSS)
    • SSA:
  • Construction of new school building for Upgradation from secondary to higher secondary school under Samgra Shiksha, Assam at Frontier United High School in Dhemaji District
  • Construction of netaji Subhash Chandra Bose Avasiya Vidyalaya
    • CONSTRUCTION OF JAGANNATH COMMUNITY HALL CUM SKILL CENTRE:
  • Jagannath Community Hall & Skill Centre at Bordoibam T.E. District Dhemaji
  • Jagannath Community Hall & Skill Centre at Madhupur T.E. District Dhemaji
  • Jagannath Community cum Skill Centre at  Sirung  T.E.

    • GAD:
  • Const. of RCC Two (2) storied Grade IV Qtrs. 4 (four) units at D.C. office Dhemaji.
  • Const. of RCC 3 (Three) Storied Grade IV  Qtrs. 6 (Six) units at D.C. Office Dhemaji
  • Construction of Brick Boundary wall, Earth Filling & PCC, Earth Fillling (pond)and development of approach road from NH-15 to Circle Officer qtr. at Gogamukh, Dist.:-Dhemaji for the year 2020-21
    • Other Projects:
  • Upgradation of 24 Nos. of existing Hospitals for setting up of ICUs treatment of patients of COVID-19 under Assam Critical Care Project-2020 at Dhemaji.(NHM)
  • Construction of RCC Chemistry laboratory building of Dhemaji college at Dhemaji, District-Dhemaji
  • Const. of Town Hall at Silapathar for Silapathar Town Committee under 5th Assam State Finance Commission.
  • Key Responsibilities:

  • The division is responsible for the upkeep and enhancement of Government Buildings/Corporations etc. This includes constructing, maintaining and repairing government buildings like schools, government office buildings etc. throughout Dhemaji District ensuring safety, quality & efficiency.

     

  • Organizational Structure:

  • The division operates under the leadership of the Executive Engineer, supported by a team of Assistant Executive Engineers, Assistant Engineers, Junior Engineers, Account Branch and Administrative staff. This collaborative structure ensures the effective planning, execution, and monitoring of various building projects implemented by the government within the district.
